Need a little help figuring this out...

Hi everyone.  Not sure how much is really going on here.  Since I don't see much in the way of conversations.  But, I'm really excited to be able to see so many talented people on this site.  I'm hoping that someone might be able to advise me on an issue I'm having.

Blood+ title sequence

In this video at the very beginning is a section of animation that I want to sort of recreate.  I've been racking my brain for the last few weeks on it.  But, still have no idea how its done.  I've tried fractal noise with CC light rays and it looks more like fog in front of a very bright light.  I'm not looking for exact copy of this, but I really want it to be similar.  

Does anyone have any ideas?
